Weather dampens Congress mood

Itanagar, Oct 8: It is weather again which came as an impediment for the Congress party in Arunachal ahead of the assembly polls.

The haze in the mountains forced party chief Sonia Gandhi to cancel her visit to the state this morning, much to the disappointment of the public as well as party leaders.

The UPA chairperson was scheduled to address two election rallies at Daporijo in Upper Subansiri district and Aalo in West Siang district.

On Tuesday, AICC general secretary Rahul Gandhi had to cancel his trip to Itanagar due to bad weather. Rahul had waited at Lilabari airport in Assam’s Lakhimpur district for nearly two hours before leaving for Agartala.

Chief Minister Dorjee Khandu accompanied by a media team had tried to fly to both the places today to console the people who were eagerly waiting to have a glimpse of Ms Gandhi, but had to return to the state capital half-way.

Arunachal Pradesh Congress Committee (APCC) president Nabam Tuki and Khandu during a press conference this afternoon regretted cancellation of Sonia’s visit, saying ''we have no command over the weather''.

However, Union Minister of State for Parliamentary Affairs V Narayanswami, who is also AICC General Secretary and in charge of Arunachal, addressed the rally at Daporijo, while AICC secretary Sanjoy Bapna addressed one at Aalo.

Political observers here were of the opinion that cancellation of Sonia's and Rahul’s visit to the state could affect the party’s electoral prospects. However, both Tuki and Khandu ruled out such a possibility saying the people’s mandate will be in favour of the Congress, ''which will form the next government with absolute majority''.

The chief minister also refuted allegations that a few candidates of other parties were being backed by him.

''The opposition parties are trying to gain political mileage by such propaganda and it is baseless. We are working for ensuring win of our party candidates,'' he asserted while ruling out any post-poll alliance with other parties. UNI

 

Poll officials start five days trek

State gears up for the D-day

 

ANINI, Oct 8: Services of helicopters are an integral part in a state where density of motorable roads are lowest in the entire country. During election time, it is not only the cash rich parties that hop across the length and breadth of the state on helicopters. For the Election Commission, it’s the most prepared mode of transportation in many inaccessible districts.

This time however, the weather dependent choppers have not been able to take off on time due to inclement weather. In Dibang Valley, one the most inaccessible districts, Poll Personnel started their five days trek to reach the polling stations.

DIPRO reports that despite heavy down pour, first batch of polling teams have left today for their polling booths by foot march, after Indian Air Force Chopper failed to land.

It will take 5 days to reach their destinations after traversing hostile terrains.

Kurung Kumey is waiting with abated breath for weather to clear up.  Despite number of efforts since yesterday, Polling teams for 20-Tali A/Constituency could not be airlifted. In case of no improvement of weather condition, though the D day is Oct 13, if weather god does not change its mind, Polling officials of Pipsorang and Tali from Oct 9.

Papum Pare takes measures to tackle bogus voting

ITANAGAR: The District Election Officer Papum Pare along with Police is taking all possible measures to check voting by alleged bogus voters from Assam in the district. The DEO Papumpare has received complaints that names of many voters, not residing at Itanagar or Naharlgun but in Assam, have been included in Electoral Roll of the District. Taking cognizance of the complaints, the DEO Papumpare has  taken   number of steps in this direction.

Intensive checking of passengers in the entry check posts has been ordered with immediate effect to detect any such bogus voters. On the day of Poll, the border check gates with Assam will be sealed at Hollongi, Banderdewa,

Gumto and Kimin. No vehicles from Assam or Arunachal will be allowed to enter or move out of the state till the end of poll in the evening. Movement of any kind of private vehicles including mini buses and taxis will be restricted on the day so that such bogus voters cannot enter   Papum Pare district or are transported to the Polling Stations.

Block level officers, who are the custodians of photo electoral rolls, will be deployed in the Polling Stations, against which such complaints have been received. If any such bogus voters are nabbed in the Polling Station on the day poll, they will be he will be arrested and criminal cases registered against them for fraudulently enrolling their names in Papum Pare district.

Bidol Tayeng, the District Election Officer Papum Pare has also written to DC Sonitpur and DC North Lakhimpur for impressing upon the people living along the Arunachal border not to enter Papum Pare district on the day of Poll at the behest of local leaders to cast votes in Papum Pare.

Postal Ballot start in Changlang

Changlang: Postal Ballot by government servant on election duty in Changlang District for the ensuing Assembly Election 2009 started from today. The voters will be allowed to vote from 07/10/2009 to 10/10/2009 during the period from 1000 hrs to 1600 hrs. The total number of 24 voters against 52-Changlang South and 61 voters against 53-Changlang North Assembly constituencies cast their votes today.

Meanwhile, security review meeting was convened in office chamber of the Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS.

The Observer, 52-Changlang South and 53-Changlang North Assembly constituencies Md Mohsin, IAS, S P Changlang Kime Aya, the Sector Magistrates and designated police officers were present in the meeting.

Speaking on the security arrangement in the district the Changlang S P informed that in addition to 3 company of Civil Police & IRBN and 23 persons of forest guard, 11 company of CRPF has deployed including additional 6 company exclusively for election duty. He further informed that the department has planned to install two numbers of satellite phones each at Khimyang Circle Hq. and Vijoynagar for quick and better communication. He informed that all the preventive measure had been already initiated under which 12 persons were bond down to maintain peace and tranquility, 975 bottles of IMFL were seized, 179 ILP violators were detected, 169 MV law violators imposed fine to the tune of Rs. 15, 400/- and 540 numbers of arms of various categories were deposited by the licensees.

ANINI: Second day casting of postal Ballots by officials on poll duty has ended peacefully. Altogether 34 poll officials have exercised their democratic franchise, informed ERO Talom Dupak here today.

With today’s casting, the total numbers of poll cast has raised to 141. Ballot box was kept in strong room that is being guarded by local police in presence of the ERO, Talom Dupak, DRRO, Tana Tage, Circle Inspector, T. Tamut and political representatives of both the parties.

West Kameng all set for the d-day

BOMDILA: In order to ensure proper receipt of the EVMs and other Non-EVM materials from the concerned Presiding Officers and Micro Observers, training for the Receiving Personnel was conducted here today at Bomdila. Impressing upon them to go through the training session, consisting of practical demonstrations as well with all seriousness, as most of them are first timers, DEO Swati Sharma said that every document counts and therefore, every Receiving Personnel should make an extra effort for a neat paper work.

Going by the experiences gained in the last Parliamentary Elections, ADC Rinchin Tashi implored them to be courteous, polite and gentle while dealing with the Polling Personnel during receipt as they are supposed to have undergone through a lot of discomfort owing to the bad weather conditions, foot march and other pressures as can be thought of. Minor lapses and faults committed during the last Parliamentary Elections should serve as an eye opener, he added.

A total of 372 Postal Ballot papers were cast today making the total of the last three days to 635. The facility to cast vote through Postal Ballot Papers for officials on poll duty would be available to till Oct 12 of the month. A total of 760 personnels are on poll duty for the 152 Polling Stations in the district.

The onset of winter and incessant rain since the night of 5th last seems to play a major spoilsport but the District Election Machinery is making an all-out effort and leaving no stone unturned for the smooth conduct of the Assembly Elections in the district. Taking no chances against the incessant rain and other unfavorable climatic and geographic conditions, the polling parties for far-flung polling stations are to be sent-off a bit in advance.

Of the 152 polling stations (02 auxiliaries), the polling station at Rowta Range Office under 5-Kalaktang (ST) Assembly Constituency is 373 kms by road from the 5-Kalaktang ARO’s office and Dilling Primary school under 7-Bomdila (ST) Assembly Constituency is 40 kms foot march from the road head.

52 polling parties would move out of their respective ARO and AERO’s office on Oct 11 and the rest 100 polling teams with their polling materials would depart a day later. All said and done, West Kameng is all set for the largest democratic exercise on Oct 13.

Dry days

DAPORIJO: In order to maintain peace and tranquility during the Assembly Elections, the District Magistrate H K Shalla has declared Oct 11-14 and Oct 20-23 as dry days.

The D.M. has also prohibited public meetings, election campaigning with effect from Oct 11 and 144 Cr. P.C. will come into force on Oct 13 under which the movement of vehicles is restricted and only those vehicles can ply that have permission of the D.M. or those that are providing essential commodities and services.

ROING: The 3rd and final round of training to Presiding and Polling Officers concluded here today.

DEO cum RO, Y W Ringu expressing confidence on Presiding and Polling Officers has asked them to meticulously follow the Presiding Officers’ guidelines right.

There are 25 Polling Stations in 42-Dambuk A/C and 37 Polling Stations in 43-Roing A/C. All the Polling Stations of 42-Dambuk are reachable by vehicles where as 7(seven) Polling Stations under Desali Circle Viz., Churoni, Jambupani, Hukani, Mitaka, Dopowa, Desali, Donli of 43-Roing A/C are not motorable and  involves one day journey on foot from Hunli.

The polling teams of these 7 Polling Stations would be the first to move on Oct 10. However, in case of disruption of road communication, MI-172 Pawan Hans Helicopter would be placed into serice for lifting of Polling personnel and materials from Roing to Desali, Paglam, Dambuk and Hunli.

Later, the 2nd phase of training to Sector Magistrates was held in the chamber of DC cum DEO’s Office in the evening hours today. DEO asked the Sector Magistrates to furnish the first report as soon as the poll starts. She also asked them report any untoward incidents immediately besides furnishing hourly poll status, percentage of poll and law & order situation.

T. Karga, SP informed that High and Low Version versions of WT sets will be used, in the Assembly Election. He also explained the sector magistrates how to operate the WT Sets. 14 Sector Magistrates have been appointed in the district and 4 as reserves.

Till today evening, 147 Postal Ballot out of 155 applied against 42-Dambuk A/C and 377 PB out of 425 applied against 43-Roing A/C were issued. The postal ballot sent through post should reach the DEO’s Office latest by Oct 22 after which no postal ballot will be accepted. (DIPRO)

 

Weekly Talk Series at RGU

RONO HILLS, Oct 8: The RGU fraternity launched the much talked-about academic activity of the varsity, “the weekly talk series” by its Vice-Chancellor, Prof. K.C. Belliappa at the university auditorium yesterday.

On this occasion, the V.C. gave away Laptop PCs much to the delight of all the faculty members and officers of the university as an academic and administrative incentive from the university.

“We need to develop our academic calibre and should also play a proactive role as teachers and researchers.

The Weekly Talk series must act as an academic platform to showcase one’s talent,” the V.C. who was instrumental in making these events a reality said in his short speech.

Dr. Nani Bath, Associate Professor in Political Science, who is also the Dean of Student’s Welfare, delivered the first talk in the series on “Future of Politics in Arunachal Pradesh.” He briefly dealt with the genesis of politics in the state, its commercialization, the issue of defection in state politics, increased number of parties seen in the forthcoming elections and the of Student Organizations playing the role of Opposition to the ruling party. He maintained that a revolutionary change in state’s political scenario could be expected in the coming 10 to 15 years. His talk was followed by a lively interaction with the very keen audience.

 

World Sight Day

ITANAGAR, Oct.7: Very often it is said that the most beautiful part of human body are two glittering eyes. Keeping this in mind, Ramakrishna Mission Hospital (RKM) celebrated World Sight Day Celebration quite exuberantly. The celebration which took place at Vivekananda Hall was attended by many imminent personalities which include Swami Vishveshananda, Dr. R.Doye(Senior Eye Surgeon, General hospital Naharlagun) and Dr. N. Tamgha of RKM, Itanagar.

The event began with the welcome song by students of RKMH School of nursing and theme of this year is “Gender and Eye Health-equal access to eye care”.

Speaking on the occasion, Swami Vishveshanda of RKMH said, “Eye sight is the most crucial part of our body and it should be our endeavor to give proper care to this organ.”

 During the day various speakers spoke about the need to give proper care to eye. A painting and extempore speech competition was organized on occasion and students from various school participated.

Pratik Potom, former director higher and technical education graced the day as chief guest.

 

NCP in jubilant mood conducts more rallies

ITANAGAR, Oct 08: Braving inclement weather and incessant rain, Nationalist Congress party (NCP) star campaigners today addressed election rallies at three different assembly constituencies in the state.

Addressing a massive gathering of over 3000 people at Nari, the Sangma duo appealed them  to extend support to the Nari Koyu party candidate Kenyir Ringu. While P A Sangma promised to be always with the people for the development, Agatha  is of the view that women must be given  chance to serve the people.

The NCP star campaigners also addressed a mammoth public rally at Dambuk and appealed the people to support and elect its candidate for Dambuk constituency Jomin Tayeng.

Later addressing at Maio, P A Sangma said  that  its party candidate S Ngemu is responsible for bringing development and

 transform the Miao area from small village to a big town now. Ngemu, a former minister is a man of integrity and capable leader to bring more development. Therefore, Ngemu deserves to be elected  to serve the people, he said.

State NCP unit president L Wanglat and  NYC state unit president Deniel Teli also accompanied the  Sangma duo during campaign trail.

 

AR nabs NSCN (IM) cadre

ITANAGAR, Oct 08:  The security forces  have  come down heavily on ultras in Tirap district  and foiled  their reported plan to disrupt the assembly election due on Oct 13 next.

In order to ensure free and fair elections in Tirap, a synergized effort by the Security forces including paramilitary forces and State Police was launched two weeks prior to the actual polling. This effort got a boost by nabbing one Jupha Sungam an active cadre of NSCN (IM) in Zedua village during search  operations.

 19 Assam Rifles surged ahead with the information regarding alleged abduction of  five youth from Kanubari  sub - division a few days back which was proved to be a false alarm  and confirmed that they had  gone to Nagaland on their own. The AR intelligence worked out on this information and came to know that these five men would be returning from Nagaland to meet the local NSCN faction at Kapo and Bera village for influencing the elections.

According to information received, joint operation was launched from Khonsa on the morning of Oct 5.  In the operation, a party of 130 personnel including Officers and troops of  19 Assam Rifles, Police and CRPF carried out search of Bera, Kapo and Tissa villages. During the search, it was revealed that cadres of NSCN (IM) have moved towards general area Senua and Zedua in Longding circle.

Subsequently, a party comprising of 25 personnel from Longding Company of 19 Assam Rifles launched immediately to Zedua village to carry out specific search. During the search operation, the NSCN (IM)  cadre was apprehended.

On detailed interrogation,  the apprehended cadre revealed that on the morning of  5th Oct, the cadre met Panthai (Town commander of NSCN (IM), Longding) and was handed over a Pistol by him.

Later, the self styled town commander moved to carry out extortion in the area. Interrogation also revealed that the NSCN factions are trying to influence the out come of Assembly elections. However, because of proactive approach of security forces and district administration the UGs have not been able to directly pressurize the villagers and are trying to call chieftains and GB’s to their hideouts. Further investigations are on, informed a 19 AR official.

 

Training prog on baby corn

ITANAGAR, Oct 8: Krishi Vigyan Kendra (KVK) of Lower Subansiri district recently conducted training program on cultivation practices of baby corn. Member from Hong farmer club and other interested farmers of area turned up for the program. Dr. M.C. Debnath, program coordinator of KVK spoke about the baby corn crop in general and highlighted its growing value in national and international market.

 

DEO’s meet

Aalo, Oct 8: The Deputy Election Commissioner, Election Commision of India Dr. Alok Shukla accompanied by Chief Electoral Officer Yeishi Tsering met with the DEO West and East Siang and Upper Subansiri yesterday at Aalo.

Advocating for a good practices of democracy, Dr. Shukla urged the DEOs cum District Magistrates for checking and impounding of all unregistered vehicles at vital locations. He asked the DEOs to submit detail movement plan of the polling team especially of the far-flung polling stations.

He further said that Postal Ballot is for those Govt. Servants who are on polling duty and also for those have not been allowed to avail leave.

The DEO of the respective district highlighted about arrangement being made for the conduct of the Assembly Election 2009.

 

Act as torchbearers: Garg

KHONSA, Oct 8: Tirap Deputy Commissioner Ankur Garg said that the district being backward, there is a need of society builders. He asked the youths to act as torchbearers and contribute towards all round development of the district.

The DC was speaking at the valedictory function of a month-long induction training of newly recruited SSA teachers after inaugurating the District Institute for Education and Training (DIET) building. The building is located about 2 km away from the district HQs.

Garg asked the teachers to work with missionary zeal for uplift of their village and society.

He expressed happiness over completion of the building and making it functional after a decade long wait. (DIPRO)

AR’s computer training prog

Changlang, Oct 8: The 25 Assam Rifles under DAH Division conducted the third Basic Computer Training Course for six weeks in Changlang.

The course was completed yesterday for 21 local boys and girls of Changlang.  Most of them are from lower economic strata and hence had taken advantage of this free of cost training actively.

The parents of these children expressed their profound gratitude to 25 Assam Rifles and whole heartedly appreciated the active and selfless efforts of 25 Assam Rifles, training team and troops of DAH Division.

Colonel H B Gramopadhye, SM, Commandant, 25 Assam Rifles gave away the prizes and certificates to the successful candidates.  He also gave the assurance to local people that the 4th course of this series will be started soon and suggestions given by the students will be implemented to make the course more comprehensive and convenient to the students.

 

MV check continues

ITANAGAR, Oct 8: In view of the ensuing assembly election, capital complex administration continued the motor vehicle check at Nirjuli.

A.C Baruah, Executive magistrate of DC (capital) office accompanied by the state police officials conducted the check and amount of rupees twelve thousand four hundred fifty was raised. According to the release issued by the capital complex administration, the raised amount has been deposited in the government account.

 

Tawang puts ban on hunting & deforestation

Tawang: District Magistrate Gamli Padu has banned felling of trees in any manner and for whatsoever purpose without clearance from the competent authority of Environment and Forest, Govt. of Arunachal Pradesh in pursuant to the directives of honourable Apex Court.

The ban has also extended on the practice of traditional and conventional hunting of any wild animal by any means or in any form whatsoever in the district. Anyone found violating the order shall entail serious consequences with penal action as per provisions of the Forest (Conservation) Act, 1980 and the Wild Life (Protection) Act, 1972.

"Such indiscriminate felling of trees and elimination of wild fauna from their natural habitat is not only illegal but it would also cause serious hazard to the ecology and environment", he said.

 

Justice sought

ITANAGAR, Oct 08: Appreciating the Itanagar police team for their prompt action, the aggrieved family members of the late Koj Gambo have appealed to the city deputy commissioner not to allow the criminals out on bail. Gambo was reportedly murdered by three miscreants on Aug 20 last. They said that the murderers of Gambo should be awarded death sentence and justice be given to innocent and aggrieved family.

Tricks at Petrol pumps

Madam,

Through your esteemed daily, I would like to caution everyone about the cheating that is going on in the petrol pumps.

As soon as car approach petrol pumps for fuel, the pump operator runs to get  the key from the car driver to open the petrol tank and the car driver sits in his seat without any idea whether the operator  starts at “Zero meter reading” or not.  It is seen that quite often the operators take advantage of the carelessness of these people.

I wonder as to why they do not look at the meter before filling. Is it because that they have enough money to let anyone cheat them or they are unaware that such cheating is possible?

I am sure such cheatings are going on without the knowledge of the petrol pump owners. Apart from asking the car  owners to be careful to look at the meter to ensure “Zero meter reading” before filling, I humbly request the petrol pump owners to remove any operator involved in such practices.
